a)all reasonable alternatives to the activity that would reduce the impact on the species have been considered and the best solution has been adopted; - Aerial census is the only feasible way to census caribou. If the caribou begin to run during observation, then the observation will be truncated so that minimal stress is incurred by the individual. b)all feasible measures will be taken to minimize the impact of the activity on the species or its critical habitat or the residences of its individuals; and - If the caribou begin to run during observation, then the observation will be truncated so that minimal stress is incurred by the individual. c)the activity will not jeopardize the survival or recovery of the species. - This census benefits caribou recovery because understanding population numbers will help determine effects of management actions.
